Abstract
This article focuses on the value of environmental payments in the regional development through the formation of a special fund in the budget funds. In introduction the urgency of the problem put forward. Mismanagement of natural resources may violate the stability of contemporary and future generations. The destruction of public environmental funds and the abolition of the Federal Environmental Fund of the Russian Federation would lead to shortfall in the budgets of all levels and failure of environmental programs and activities in the region.
